Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practise (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
LICENSING: 10010 - CCLR s.10(1) - Applicants for licences and licensees must notify a medical health officer immediately of any change in the information provided under section 9.
Observation: The space that is approved for School Age care in the church has been taken over by a private school. This space is no longer available for the children to use. Currently the gym of the church is where the School Age care is offered. Although this space is indicated in the facility file that children will be using this space, it does not indicate that this is the primary location for the School Age children. The gym does measure sufficient for the capacity of 24 children.
Corrective Action(s): The Licensee must inform Licensing if there is a change to the original approved space for use. The following is required:
-program plan for School Age children
-activities provided
-bathroom supervision plan
-staffing plan

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: 5 Staff files were reviewed and all hold either an Early Childhood Educator or Early Childhood Educator Assistant licence to practise. All appear to be valid as indicated by the dates on the certificates. However, they have not been validated on line through the ECE Registry as required.
Corrective Action(s): Please ensure that all staff who hold a certificate issued by the ECE Registry validates it and prints a copy of the validation to put in their file to show it has been done.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: The School Age attendance records were reviewed and appear to need some changes to show accurate attendance in the program. The following was observed:
-School Age children are not signed out of the program in the morning when being taken to school
-Kindergarten children who attend the Group Child Care 30 Months to School Age program after school must be signed directly into that program. It appears they are being signed into both this program and the School Age program.
-Capacity must not exceed 24 children in the School Age program at anytime. The Manager stated that kindergarten children are brought into the School Age program after school and then a staff from the 3-5 program comes upstairs to get them
-Recommend having a staff member waiting for these children and bring them downstairs right away so these children are not in attendance in the School Age program
-Some children are taken directly home on the facility bus and do not attend the actual facility
-Attendance should show times they are picked up from school and dropped off at home and also note that they are taken directly home
-Attendance must be accurate to show actual number of children in attendance at any given time in each program
-The School Age program attendance appears to show the maximum capacity of 24 is being exceeded due to inaccurate attendance being done
Corrective Action(s): Attendance must show the actual arrival and departure times for each child in each program to ensure that capacity can be determined at any given time.

Comments

At the inspection dated December 2, 2019, there were 14 children and 3 staff present. At this inspection the above contraventions were identified. As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Temporary Placements
· Active Supervision
· Lead in the Water
