Report of Findings
On October 15, 2020, Licensing received a complaint alleging concerns regarding staffing, care and supervision, records and reporting, and Bill of Rights for a person in care.

The allegations included the following details:
- Staff are not appropriately screened prior to being hired.
- There is an insufficient number of professional staff to meet the needs of the person in care.
- The facility at times does not provide safe and adequate care.
- Confidential information regarding persons in care was released without consent from persons in care.
- Persons in care are not always provided with opportunities to have concerns addressed.

All areas of the complaint were fully investigated. Evidence was received and reviewed from records, policies and procedures, the complainant and from the Licensee.

The following contraventions were determined:
Residential Care Regulation s.93 Confidentiality of person in care records/personal information maintained.

39670 - RCR s.93A licensee must, to the greatest extent possible while maintaining the health, safety and dignity of persons in care, keep the records and personal information of persons in care confidential.
Observation: It was confirmed that a person in care reported that they had in their possession confidential information belonging to a second person in care, for which no consent was provided.
