Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CC&ALA) the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the Licensing Officer’s(LO)
observations, review of facility records and information provided by facility staff at the time of the inspection.

As part of the Routine Inspection a Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year “historical” review of the facility’s compliance and operation.

A random audit of the following areas were completed; Licensing, Physical Facility, Staffing, Policies & Procedures, Care & Supervision, Hygiene and Communicable Disease Control, Medication, Nutrition & Food Services, Program, Records & Reporting, Resident Bill of Rights.

Contraventions
Previous Inspection - Contraventions observed on FIR #FRAN-9X7Q3M have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice.

Observed Violations
No violations were found during the inspection.

Comments

Physical Facility
Outdoor patio furniture that is no longer being used and not in good repair, observed on the patio, has been requested to be removed and the facility Manager is waiting for maintenance to remove the items.
BC Housing has completed an inspection at the facility and the Manager explained requests to renovate the kitchen and replacement of flooring have been submitted to and Arcus is awaiting approval. The Licensing Officer explained that once approval has been received and before renovations are started, a Health & Safety Plan must be submitted and the LO provided a resource to guide in creating the plan.
The facility was recently painted and the Resident Bill of Rights will be re-posted by the front entrance.

Admissions
The Licensing Officer explained RCR section 46(2)(c) related to the age of persons in care that can be accommodated in a community care facility and the process for applying for an exemption if a new admission were to be under the age of 19 years.

Copies of the inspection report and the Risk Assessment Tool were reviewed, discussed, and provided to the Manager.
