Introduction

Routine Inspection Report

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (C.C.A.L.A.), the Residential Care Regulation (R.C.R.), and the relevant Director of Licensing Standards of Practice (D.L.S.P.). Evidence for this report was based on the licensing officer's observations, review of the facility records, and information provided by the facility staff at the time of inspection.

The following areas were reviewed:

- Hygiene and Communicable Disease Control
- Medication
- Nutrition and Food Services
- Program
- Records and Reporting

As part of this routine inspection a facility risk assessment tool is completed. The risk assessment includes contraventions identified during the routine inspection, and a 3 year historical review of the facility's compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31100 - RCR s.17 - A licensee must ensure that water accessible to a person in care, from any source, is not heated to more than 49° Celsius.
Observation: The hot water temperature in the top floor washroom was recorded at 52 degrees Celsius. The main floor washroom water temperature was recorded at 57 degrees Celsius.
Corrective Action(s): Please ensure that water accessible to persons in care is not heated to more than 49 degrees Celsius.

POLICIES AND PROCEDURES: 33280 - RCR s.85(1)(d) - A licensee must do all of the following: (d) ensure that policies are implemented by employees.
Observation: In review of the food service records, it was noted that the 'Meals and More monitoring forms' were last completed in 2019. In review of the Policy and Procedure Manual, it was stated in the 'Nutrition Monitoring Policy' that meals and more monitoring forms are to be completed annually.
Corrective Action(s): Please ensure that the 'Nutrition Monitoring Policy' is implemented by staff.

RECORDS AND REPORTING: 39460 - RCR s.87(b) - A licensee must keep a record of the following matters respecting food services: (b) menus and menu substitutions.
Observation: In discussion with staff it was noted that substitutions to the menu is occurring. In review of food service records, it was noted that menu substitutions have not been recorded.
Corrective Action(s): Please ensure that a record is kept for any substitutions to the menu.
