Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Records and Reporting
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
CARE AND/OR SUPERVISION: 34890 - RCR s.83(4)(b) - Subject to subsection (5), a licensee, other than a licensee who provides a type of care described as Hospice, must (b) immediately seek the advice of a health care provider if the person in care has experienced, unintentionally, a significant change in weight,
Observation: Review of the weight records for all persons in care determined that weights were showing 5% increases and decreases each month. It could not be determined by the documentation the reason for the fluctuating weight. Discussion with staff determined that some weight changes were due to the inaccuracies of the weighing times and concerns with the scale accuracy.
Corrective Action(s): Ensure that if the person in care has experienced,unintentionally, a significant change in weight that the facility seeks the advice of a health care provider.

MEDICATION: 36070 - RCR s.69(1)(a) - A licensee must ensure that a pharmacist (a) packages all medications.
Observation: A review of the medication storage determined that one person in care's medications found one medication that was not packaged by the facility pharmacist.
Corrective Action(s): Ensure that all medications are packaged by the pharmacist.
