Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #VDAN-AENV8R have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31090 - RCR s.16(3) - A licensee must ensure that the lighting, both natural and artificial, and temperature of a room intended for the private use of a person in care meets the needs and preferences of that person.
Observation: Fluorescent lighting in the emergency supply area was dim and pulsating.
Corrective Action(s): Please ensure that all lighting is in good repair

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31280 - RCR s.22(1)(a) - A licensee must ensure that all rooms and common areas are (a) well ventilated.
Observation: The downstairs bathroom is small and has a window so it does not require a fan by code. The walls are peeling paint above the mirror and the entire ceiling and the upper walls are covered with brown dots approximately 1/4-3/8 inch in diameter where water has condensed on the wallboard. It is apparent that the window is not sufficient for the ventilation of the space.
Corrective Action(s): Please provide a plan that will ensure that the ventilation in this space is adequate to the needs of the space.

Comments

This facility appears clean and tidy with an attractive color scheme. Each resident's room is reflective of their own personality. The downstairs middle bedroom has been fitted with a new window and the walls painted, the water staining and evidence of moisture damage around the window is gone.
The fridge freezer temp was observed to be -16 to -18 degrees celsius, the manager stated the weekly record found the temperature to be consistently -20 degrees celsius. The empty downstairs bar fridge was found to be +7 celsius. It was waiting to be defrosted this weekend. Safe temperature for food storage is 0-4 degrees celsius. Frozen foods are recommended to be maintained between -18 to -22 degrees celsius. Please ensure that all food is stored at recommended safe temperatures.
