Report of Findings
On June 2, 2022 Licensing received a complaint regarding Care and Supervision and Policies and Procedures.

The complainant alleged the following:
-That a Person in Care’s needs for wound treatment, oral care, and foot care were not met.

All areas of the complaint were fully investigated. The evidence was obtained through interviews, on-site inspection, and documentation.

Licensing confirmed contraventions related to Care and Supervision, General Health and Hygiene, Care Planning, and Policies and Procedures.

Licensing determined the following contraventions:
-Section 54(2) General Health and Hygiene
-Section 81(4) Care Plan needed if more than 30 day stay
-Section 82 Implementation of Care Plans
-Section 85(1)(d) Policies and Procedures.

Observed Violations/Contraventions: A summary of the violations found during the complaint investigation are listed below.

Observation: Staff failed to implement the operator's policies and procedures , when they failed to complete weekly wound assessments of the PIC's wound and when they failed to complete charting of the PIC's oral care.
Corrective action: Corrective action required.
34160 - RCR s.54(2)(a)A licensee must (a) assist persons in care to obtain health services as required.
Observation: Staff did not ensure that the PIC obtained health services, as required, in a timely manner.
Corrective action: Corrective action required.
34750 - RCR s.81(4)(b)(i)A licensee must ensure that (b) each care plan is reviewed and, if necessary, modified (i) if there is a substantial change in the circumstances of the person in care.
Observation: Staff did not update the PICs care plan after the PIC was observed to have a head wound.

34780 - RCR s.82A licensee must ensure that the care and supervision of a person in care is consistent with the terms and conditions of the person in care's care plan.
Observation: Staff failed to implemet the PIC's care plan when they failed to complete wound assessments, treatments and dressing changes.
