Introduction

An unscheduled routine inspection was completed to assess compliance with the: Community Care and Assisted Living Act (CCALA), the Residential
Care Regulation (RCR), and the relevant Director of Licensing Standards of Practice (DOLSOP). Evidence for this report was based on the Licensing
Officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.

Care systems reviewed during inspections include:

· Hygiene and Communicable Disease Control

· Nutrition and Food Services

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance
identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31100 - RCR s.17 - A licensee must ensure that water accessible to a person in care, from any source, is not heated to more than 49° Celsius.
Observation: Hot water in the person in care's bathroom was measured at 51.2' Celsius. The facility does not have a regular monitoring system for ensuring the water in the bathrooms is not heated to more than 49' Celuisis
Corrective Action(s): A licensee must ensure that water accessible to person's in care, is not heated to more than 49' Celsius

STAFFING: 32010 - RCR s.37(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has obtained all of the following: (a) a criminal record check for the person.
Observation: Upon review of the staffing records, 1 out of 4 staff did not have a Criminal record check as per required under the Criminal Record Review Act.
Corrective Action(s): A licensee must not employee a person in a community care facility unless they have obtained a criminal record check for this person

RECORDS AND REPORTING: 39310 - RCR s.81(1) - If a person in care is admitted to the community care facility for a period of more than 30 days, a licensee must ensure that a care plan for the person in care is made in accordance with this section within 30 days of admission.
Observation: Upon review of the Person in care' s records, it was observed that one person admitted into care for a period of more than 30 days does not have a care plan in accordance with this section.
Corrective Action(s): If a person in care is admitted to the community care facility for a period of more than 30 days, a licensee must ensure that a care plan is made in accordance with this section within 30 days of admission.

Comments

The inspection was completed over two days as the the staff and PIC's were out on a day trip. LO had a tour of the physical facility, and returned the following day to finished the inspection.
