Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Residential Care Regulations (RCR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Medication
· Nutrition and Food Services
· Program
· Records and Reporting

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year ‘historical’ review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #NTJN-A7FLRV have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
HYGIENE AND COMMUNICABLE DISEASE: 35020 - RCR s.49(1) - A licensee must require all persons admitted to a community care facility to comply with the Province's immunization and tuberculosis control programs.
Observation: Review of 2 Persons in Care (PIC) files did not show evidence of immunization records of tuberculosis (TB) testing.
Corrective Action(s): Please ensure that each person admitted to a community care facility comply with the Province's immunization and tuberculosis control programs.

NUTRITION AND FOOD SERVICES: 37190 - RCR s.66(1) - A licensee must ensure that each person in care receives adequate food to meet their personal nutritional needs, based on Canada's Food Guide and the person in care's nutrition plan.
Observation: There was only 1 audit available for review for 1 week of the menu rotation. Review of this audit showed the following:
The first day the veggie and fruit serving did not meet the minimum requirements and the audit indicated that it did.
- On at least 5 other days 1 or more food category was not met, as indicated by the audit, but it was not documented how this would be rectified.
Menu audit not being done is a repeat contravention from last year routine inspection (#NTJN-A7FLRV).
Corrective Action(s): Please ensure that each PIC receives adequate food to meet their personal nutritional needs based on Canada's Food Guide and their nutrition care plan.

RECORDS AND REPORTING: 39210 - RCR s.78(3)(a) - A licensee must have, and keep with each person in care's record, consent in writing from the person in care or a parent or representative of the person in care (a) to call a medical practitioner, nurse practitioner or ambulance in case of accident or illness.
Observation: Both PICs' files did not have written consent to call a medical or nurse practitioner or ambulance.
Corrective Action(s): Please ensure that each PIC has written consent to call a medical practitioner, nurse practitioner, or ambulance.

RECORDS AND REPORTING: 39320 - RCR s.83(4)(a) - Subject to subsection (5), a licensee, other than a licensee who provides a type of care described as Hospice, must (a) ensure that each person in care is weighed at least once each month.
Observation: 1 PIC did not have a weight records available for review. Staff stated that the PIC had only been at the facility for a couple of months and the staff weren't sure where it was being recorded.
Corrective Action(s): Please ensure that each PIC is weighted at least once each month.

Comments

Due to the manager being away staff records and pharmacy inspections and meeting minutes were not able to be reviewed. A follow-up inspection will be conducted in the new year to review these items.
At this time the facility only has two persons in care. Licensing staff will have further conversation with the manager about this at the follow-up inspection.
