Introduction

An unscheduled follow-up inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CC&ALA) the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DLSP). The annual Routine Inspection was initiated on 19 October 2018, report CJOS-B5SR6X, and the Licensee was requested to submit a compliance plan detailing how and when the non-compliance would be addressed. Licensing received their compliance plan which included a time line on 30 October 2018 and a revised/updated plan was submitted on 20 March 2019. The purpose of this inspection is to confirm compliance as outlined in the Licensee’s submitted plans. Evidence for this report was based on the Licensing Officer’s (LO) observations, review of facility records, and information provided by facility staff at the time of the inspection.

Observed Violations
LICENSING: 30050 - RCR s.8(3)(a) - If the manager of a community care facility resigns, or is or expects to be absent for at least 30 consecutive days, the licensee must (a) notify a medical health officer.
Observation: During last inspection, on October 19, 2018, is was noted that a new manager was in place and the CCFL had not been notified. This Licensing Officer was assured that the Application to Amend the Existing Licence was forthcoming. CCFL did not receive that application and followed up several times with the Licensee. CCFL received the application on 07 March 2019, however it was incomplete. The Licensee was again contacted and informed that CCFL would require the missing information in order to assess the application. To date a completed Application to Amend the Existing License has not been submitted
Corrective Action(s): Ensure that a medical health officer is notified if there is a change of manager at the facility.

The Community Care and Assisted Living Actand pursuant Residential Care Regulationsset the minimum standards that must be met by all licensees of licensed care facilities to ensure the health and safety of vulnerable individuals in care. The responsibility rests with Waverly Seniors Village to provide for the health and safety needs of all individuals in your care at all times.
