Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Residential Care Regulation (RCR), and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the Licensing
Officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.

The following areas were reviewed:
- Licensing

- Hygiene and Communicable Disease Control
- Medication
- Nutrition and Food Services
- Program
- Records and Reporting

As part of this routine inspection a facility risk assessment tool is completed. The risk assessment includes unmet regulations identified during the routine inspection and a 3 year historical review of the facility's compliance and operation.

Observed Violations
STAFFING: 32010 - RCR s.37(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has obtained all of the following: (a) a criminal record check for the person.
Observation: Out of twenty staff files, twelve did not contain valid criminal record checks (CRC) through the Criminal Records Review Program. Three staff's CRCs had expired. A system was not in place for ensuring CRCs are obtained for care staff.
Corrective Action(s): Ensure criminal record checks have been obtained for staff.

POLICIES AND PROCEDURES: 33070 - RCR s.51(1)(b) - A licensee must have (b) a plan that sets out how persons in care will continue to be cared for in the event of an emergency.
Observation: The emergency plan identified manual a food processor and a can opener available in order to provide therapeutic diets to residents; however these items were not available. The food plan and food supply list contained contradictory information.
Corrective Action(s): Ensure a plan sets out how PICS will be cared for in the event of an emergency.

RECORDS AND REPORTING: 39460 - RCR s.87(b) - A licensee must keep a record of the following matters respecting food services: (b) menus and menu substitutions.
Observation: Menu substitutions had not been recorded for the past twelve months. Three menu substitutions observed on day one of the inspection were not recorded.
Corrective Action(s): Ensure a record of menu substitutions is kept.

Comments

The facility's fire extinguishers were past annual inspection and service date by four months. Service scheduled for tomorrow, May 19 and the fire panel was inspected last month.
