Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CC&ALA) the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the Licensing Officer’s(LO) observations, review of facility records and information provided by facility staff at the time of the inspection. Licensing scheduled this inspection as there has been a change in various Leadership roles and this inspection provided an opportunity to meet with new team members.

As part of the Routine Inspection a Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year “historical” review of the facility’s compliance and operation.

A random audit of the following areas were completed; Licensing, Physical Facility, Staffing, Policies & Procedures, Care & Supervision, Hygiene and Communicable Disease Control, Medication, Nutrition & Food Services, Program, Records & Reporting, Resident Bill of Rights.

Contraventions
Previous Inspection - Contraventions observed on FIR #SCLY-ACXQDR have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice.

Observed Violations
No violations were found during the inspection.

Comments

Staffing
Licensing was provided copies of the documentation for the change of facility Manager on the first day of this inspection.
Review of 8 staff files it was identified that four staff were overdue for their performance reviews. The Director of Care explained she has plan in place to complete the overdue reviews as she demonstrated her flagging and tracking system.
Staff are connected to an electronic "Surge" learning system for on-line education and monthly in-servicing education sessions are also provided as per the posted calendar.

Policies & Procedures
All policies are available to staff electronically and paper copies were on site and are currently under review and will be updated ongoing. Licensing observed the Reportable Incident definitions were included in the policy and observed that "Aggression between persons in care" was missing. As policies are in the process of being updated Licensing recommends reviewing Schedule D - Reportable Incidents in the Residential Care Regulation to ensure all definitions are included.
