Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31100 - RCR s.17 - A licensee must ensure that water accessible to a person in care, from any source, is not heated to more than 49° Celsius.
Observation: Testing of 4 sources of water found that the temperature ranged between 54.2 and 59.8
Corrective Action(s): Plumber was on site adjusting the temperature at the time of inspection

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31260 - RCR s.21(c) - A licensee must ensure that all furniture and equipment for use by persons in care (c) are maintained in a good state of repair.
Observation: inspection of the physical facility found

Dining chairs are worn and the material is coming off the seats
Walls in the bathrooms have some patches but not completely repaired
Some wall damages to paint and drywall in rooms, hallways and bathrooms from wheelchairs
Corrective Action(s): Ensure all furniture and equipment in maintained in a good state of repair

STAFFING: 32050 - RCR s.37(1)(e) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has obtained all of the following: (e) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Review of 3 staff files found that all 3 were missing the record of immunization
Corrective Action(s): Ensure all staff have evidence of the employees immunization status on file

CARE AND/OR SUPERVISION: 34780 - RCR s.82 - A licensee must ensure that the care and supervision of a person in care is consistent with the terms and conditions of the person in care's care plan.
Observation:
Review of 6 PIC ADL flow sheets noted that bed changes and showers were not being documented as required by the RCA's
Corrective Action(s): Ensure all documentation of care provided is accurate and complete

HYGIENE AND COMMUNICABLE DISEASE: 35040 - RCR s.63(1) - A licensee must ensure that all food is safely prepared, stored, served and handled.
Observation:
It was noted that:

1 freezer did not have a thermometer in it therefore no temperatures were documented,
Eggs were not dated and labeled,
The kitchen fridge temperature was not completed since August 13, 2021,
1 fridge temperature was completed on august 20, 2021 but the thermometer was broken so temperature was not accurate,
2 large containers of sauce were stored opened on a counter however the directions say to refrigerate after opening
Corrective Action(s): Ensure all food is prepared,stored, served and safely handled
