- Alleged aggression between persons in care
Report of Findings
On January 16, 2023, Licensing received a complaint alleging concerns with an incident of aggression between persons in care.

The complainant provided the following details:
- a person in care sustained an injury after being involved in an aggressive incident with another person in care
- staff knew the person in care was aggressive, but did not take steps to prevent aggression

All areas of the complaint were thoroughly investigated. Evidence was received and reviewed from documentation and inspections.

The following contraventions were determined:

- Residential Care Regulation - Section 80(2) - Short term care plan in admission,
- Residential Care Regulation - Section 85(1)(d) - Policies and procedures

Observation: As per facility policy, once risk for aggression is identified, the care plan should reflect the need to follow the ALERT protocol. An ALERT was not activated for the person in care after an incident of aggressive/unusual behaviour.
Corrective action: Please ensure that policies are implemented by employees.
39300 - RCR s.80(2)Anything that must be recorded in a care plan under this regulation must be recorded in the short term care plan until a care plan is developed.
Observation: A short term care plan to address behavioural concerns was not initiated for a person in care upon admission, nor was a plan in place after the person in care had verbally threatened another person in care.
