Report of Findings
Community Care Facilities Licensing received information that care being provided at the address as indicated under Facility Information may require a Community Care Facility License. Licensing Officers inspected the premise on October 9th, 2019, and observed two children in care unrelated to the operator. Based on the information provided by Patricia Thomas, Licensing determined there are times the operator is operating an unlicensed childcare facility in contravention of the Community Care and Assisted Living Act (CCALA).

The following contravention was cited:
Community Care and Assisted Living Act - Section 5(a) Operating or advertising without a license.

The operator is required to immediately reduce the number of children in care to no more than 2 children or one sibling group who are not related by blood or marriage to the operator. The operator provided email confirmation on October 17th, 2019 confirming she is no longer providing care that would require a Community Care Facility License. Licensing Officers will conduct a follow-up inspection to confirm ongoing compliance.

Licensing Officers attempted follow-up inspections on the following dates:
October 24th, 2019; November 14th, 2019 and November 27th, 2019.

On November 27th, 2019, contact was made with a person residing in the home who informed that the operator was working outside of the home and has not been providing care to children. The two previous attempts were unsucessful as there was no answer at the door. Based on the information provided, Licensing has determined that no care is being provided to children that would require a Community Care Facility License.
Substantiated Contraventions: Evidence for this summary report is based on a combination of the Licensing Officer’s observations, a review of facility records and information provided by the facility staff at the time of the investigation.
