Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (C.C.A.L.A.), the Residential Care Regulation (R.C.R.), and the relevant Director of Licensing Standards of Practice (D.L.S.P.). Evidence for this report was based on the licensing officer's observations, review of the facility records, and information provided by the facility staff at the time of inspection.

The following areas were reviewed:

As part of this routine inspection a facility risk assessment tool is completed. The risk assessment includes contraventions identified during the routine inspection, and a 3 year historical review of the facility's compliance and operation.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31860 - RCR s.69(3)(a) - A licensee must ensure that (a) all medications in the community care facility are safely and securely stored.
Observation: Noted during inspection, 3 labelled medicated creams were stored in one PICs bathroom cabinet.
Corrective Action(s): Please ensure that all medications are safely and securely stored.

STAFFING: 32010 - RCR s.37(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has obtained all of the following: (a) a criminal record check for the person.
Observation: During review of 6 staff files, it was determined that 1 of 6 employees does not have evidence of a current Criminal Record Check.
Corrective Action(s): Please ensure that a criminal record check has been obtained for all employees.

STAFFING: 32020 - RCR s.37(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has obtained all of the following: (b) character references in respect of the person.
Observation: Noted during review of employee files, 1 of 6 employees does not have evidence of character references completed..
Corrective Action(s): Please ensure that character references are obtained for all employees.

STAFFING: 32040 - RCR s.37(1)(d) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.
Observation: Review of 6 employee files, 1 of 6 has an expired Food Safe certificate on file, which is a requirement of their position.
Corrective Action(s): Please ensure that copies of any diplomas, certificates or evidence of training/ skills is obtained from employees.

HYGIENE AND COMMUNICABLE DISEASE: 35020 - RCR s.49(1) - A licensee must require all persons admitted to a community care facility to comply with the Province's immunization and tuberculosis control programs.
Observation: Noted during review of 6 PICs charts, 3 of 6 did not have evidence of historical immunizations.
Corrective Action(s): Please ensure that all persons admitted to the facility comply with the Province's immunization and tuberculosis control programs.

RECORDS AND REPORTING: 39320 - RCR s.83(4)(a) - Subject to subsection 83(5), a licensee, other than a licensee who provides a type of care described as Hospice, must (a) ensure that each person in care is weighed at least once each month.
Observation: Noted during inspection, review of 6 Persons in Care (PICs) charts determined that 2 PICs were missing evidence of 1 monthly weight over the last year and 1 PIC was missing evidence of 5 monthly weights in the last year.
Corrective Action(s): Ensure that each PIC is weighed at least once each month.
