Introduction

An scheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31300 - RCR s.22(1)(c) - A licensee must ensure that all rooms and common areas are (c) maintained in a safe and clean condition.
Observation: Inspection of the facility found that one tub/spa rooms that was not in use, was unlocked. Discussion with the facility Manager determined that tub room doors should remained closed and locked when not in use
Corrective Action(s): Ensure that all rooms and common areas are maintained in a safe condition.

STAFFING: 32010 - RCR s.37(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has obtained all of the following: (a) a criminal record check for the person.
Observation: Review of 12 staff records found no record of a recent criminal record check for 2 employees.
Corrective Action(s): Ensure that employee files are complete.

CARE AND/OR SUPERVISION: 34780 - RCR s.82 - A licensee must ensure that the care and supervision of a person in care is consistent with the terms and conditions of the person in care's care plan.
Observation: Review of 1 of 6 persons in care (PIC) care plans determined that one PIC's bath day was changed on the Activities of Daily Living (ADL) and bath records but not on the care plan. One PIC's diet was not captured on the care plan but was the dietary lists and ADL's.
Corrective Action(s): Ensure that the person in care's care plan is consistent with the care and supervision of the person in care.
