Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed the following that are accessible to children in care;
- A diaper rash cream in a basket on the diaper change table.
- A child's medication kit stored in their backpack. The Manager moved the backpack higher up out of children's reach.
Corrective Action(s): Ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

STAFFING: 12151 - CCLR s.19(5)(a) - Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (a) a criminal record check for the person.
Observation: Licensing observed that the practicum student's criminal record check was not obtained or verified.
Licensing discussed what would meet the intent of this legislation.
Corrective Action(s): Ensure that volunteer file's are complete.

STAFFING: 12152 - CCLR s.19(5)(b) - Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (b) character references in respect of the person.
Observation: Licensing observed that the practicum student's character references were not obtained or verified.
Licensing discussed what would meet the intent of this legislation.
Corrective Action(s): Ensure that volunteer files are complete

STAFFING: 12153 - CCLR s.19(5)(c) - Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (c) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Licensing observed that the practicum student's immunization status was not obtained or verified.
Licensing discussed what would meet the intent of this legislation.
Corrective Action(s): Ensure that volunteer files are complete.

Comments

Summary of Inspection
At the routine inspection conducted today July 20, 2023, there were five children, a practicum student and the Manager present. At this inspection the above noted contraventions were identified. The Licensee is required to correct all identified non-compliances by the dates indicated above in the violations section. A written response is to be provided to Licensing on the date specified for Licensing to review that appropriate corrective action has been taken to address all identified non-compliances. As part of this Routine Inspection a Facility Risk Assessment Tool is completed.
The following discussions were had;
- Bleach and water solution bottles to be changed everyday.
- summer heat
The contents of the inspection report were reviewed with the Manager at the time of the inspection. This report was written off site. A copy of this report and the risk assessment were emailed to the facility.
