Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The following were observed during this inspection:
The fridge temperature was 6C
A staff purse containing medications was accessible to children.
Plastic bags were accessible to children in the nap room.
Items stored on a cabinet in the nap room pose a tipping hazard.
A ceiling light had been removed and the fixture was exposed.
There were areas of mushrooms growing in the grass throughout the backyard.
Corrective Action(s): The manager turned down the fridge temperature and removed the staff purse and plastic bags during this inspection.
The manager will ensure the light fixture is not exposed, remove some items stored on the cabinet in the nap room and will ensure the mushrooms are removed before the children access the backyard.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The toilet tank lid is broken and the garbage can in the bathroom is rusty. Areas of drywall are exposed throughout the facility.
Corrective Action(s): The manager will ensure the toilet tank lid is repaired and will purchase a new garbage can. The facility will be painted during the winter closure.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: There are not enough emergency supplies for all children for up to 72 hours. Some food in the emergency kit has expired.
Corrective Action(s): The manager will ensure there are enough age appropriate supplies for all children for up to 72 hours in the emergency kit and will remove all expired food.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Fire drill for July, August and September were conducted although they were not recorded.
Corrective Action(s): The manager will ensure all fire drills are recorded.

Summary of Inspection
At the inspection dated October 23, 2024 there were eight children and two staff present. At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this routine inspection, a facility risk assessment tool is completed and a copy is provided. This report was reviewed with the manager and written off site. A copy of this report will be emailed to the manager.
The following were discussed:
Servicing the fire extinguisher.
Outdoor play every day unless the weather makes it unreasonable.
Age appropriate items to keep in the emergency kit (food, diapers, wipes etc).
