Report of Findings
Community Care Facilities Licensing (CCFL) received information that the care being provided at this address may require a Community Care Facility Licence.
Licensing Officers inspected the premise on March 19th, 2021, and determined that care had been provided to up to 12 preschool aged children by caregiver. An email received from caregiver confirms she was the operator. Licensing determined Helinda Vanderkooi was operating an unlicensed facility in contravention of the Community Care and Assisted Living Act (CCALA) at Eco Dairy Farms.

All areas of the complaint were fully investigated. Evidence was received and interviewed, an inspection of the physical facility was conducted.

The following contravention was cited:
-Community Care Assisted Living Act section 5(c) Operating or advertising without a licence

The operator is required to immediately cease and desist or reduce the number of children in care to no more than two children unrelated to her or a sibling group. The Licensing Officer will conduct a follow up inspection to confirm ongoing compliance.

Observation: Licensing confirmed that there are up to 12 preschool aged children attending a "cow school" with 1 caregiver. This type of care requires a licence.
