Report of Findings
Licensing received a complaint on October 10th, 2019 regarding care and supervision, staffing, and nutrition and food services. The following details were provided:

- No activity coordinator or activity aides providing activities.
- Staffing shortages.
- Inadequate meals are being provided.
- Inadequate care given to a PIC.
- Requests for a PIC to be transferred to a hospital were denied.

All areas of the complaint were fully investigated. Evidence was collected through facility records, participating in meal time, and emails. Licensing determined the following contraventions:

- Residential Care Regulation (RCR) 42(1)(a) Staffing coverage
- RCR 45(a) Employee responsible for activities
- RCR 62(2)(a) Menu planning
- RCR 62(3) Menu planning
- RCR 68(4) Medication safety and advisory committee

32170 - RCR s.42(1)(a)A licensee must ensure that, at all times, the employees on duty are sufficient in numbers, training and experience, and organized in an appropriate staffing pattern, to (a) meet the needs of the persons in care.
Observation: Licensing determined that there have been staffing shortages.
Corrective action: Corrective action plan required.
32280 - RCR s.45(a)A licensee, other than a licensee who provides a type of care described as Hospice, must (a) designate an employee, qualified by training or experience, to organize and supervise physical, social and recreational activities for persons in care.
Observation: Licensing determined that there was no activity coordinator at the time the complaint was made.
Corrective action: Corrective action plan in place.
32320 - RCR s.68(4)A licensee must ensure that all employees comply with the policies and procedures of the medication safety and advisory committee.
Observation: Licensing determined that policies were not followed regarding the administration of medication and documenting on the Medication Administration Record.

37030 - RCR s.62(2)(a)A licensee must ensure that each menu provides (a) for each day, a nutritious morning, noon and evening meal, with each meal containing at least 3 food groups as described in Canada's Food Guide.
Observation: Licensing determined that the facility is not serving the minimum 3 food groups during the breakfast meal.
Corrective action: Corrective action plan required.
37100 - RCR s.62(3)The licensee must take all reasonable steps to ensure that the food served to persons in care follows the menu and, if unable to do so because of unforeseen circumstances, that the food provided to persons in care meets the nutritional requirements set out in subsection (2).
Observation: Licensing determined that the menu is not being reasonably followed.
