Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31260 - RCR s.21(c) - A licensee must ensure that all furniture and equipment for use by persons in care (c) are maintained in a good state of repair.
Observation: Upon inspection it was noted that:
* 1 light bulb cover in the downstairs bedroom needed to be replaced
* 1 light bulb cover in the Laundry room needs to be replaced
* The upstairs fan light in the living room is missing bulbs
Corrective Action(s): Unsure all furniture and equipment is maintained in a good state of repair

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31280 - RCR s.22(1)(a) - A licensee must ensure that all rooms and common areas are (a) well ventilated.
Observation: During inspection it was noted that the downstairs bathroom has poor ventilation and due to this the paint is peeling on the walls and ceiling because of moisture build up. (This is a repeat contravention) manager stated that a reequest was sent in to maintenance after the previous inspection but repair has not yet been made.
Corrective Action(s): Ensre proper vetilation of rooms and commona areas

Comments

The electrical panel for the house is located in a PIC's bedroom although the panel is unlocked the manager has stated that there is no health and safety concern for the PIC as the PIC would not access this panel independently.

The spare kitchen downstairs although not in use is sometimes accessed by staff. It was noted that the room had some dirt on the counter and the floor and there was a slight musty odour. Manager agreed to have it cleaned.
