Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Residential Care Regulations (RCR) and the relevant Director of Licensing Standards of Practice (DOLSOP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Care and Supervision · Records and Reporting

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year ‘historical’ review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31290 - RCR s.22(1)(b) - A licensee must ensure that all rooms and common areas are (b) maintained in a good state of repair.
Observation: During the inspection of the physical facility, it was noted that 1st floor dining room and the 3rd floor dining room had chipped paint on the walls.
Corrective Action(s): Please ensure that all rooms and common areas are maintained in good state of repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31550 - RCR s.29(1)(a) - A licensee must provide, at no cost to the person in care, each person in care with bedroom furnishings, including (a) a safe, secure place in which the person in care may store valuable property.
Observation: Inspection of the PICs' bedrooms found no secure bedroom furnishing where PICs could lock their valuables.
Corrective Action(s): Please ensure that a secured place is available in the bedrooms for any PIC who wishes to store their personal valuable belongings.
Date to be Corrected: February 28, 2020.

CARE AND/OR SUPERVISION: 34740 - RCR s.81(4)(a) - A licensee must ensure that (a) the implementation of each care plan is monitored on a regular basis to ensure proper implementation.
Observation: Observation of 1 PIC in 1st Floor dining room found that the PIC was not included on the nourishment and diet list of the dining room and the texture of diet was not documented with this minced diet PIC.
Corrective Action(s): Please ensure that dining rooms have updated PIC lists clearly identifying the diet texture

CARE AND/OR SUPERVISION: 34780 - RCR s.82 - A licensee must ensure that the care and supervision of a person in care is consistent with the terms and conditions of the person in care's care plan.
Observation: A review of the wound care binders found the following:
1) 1 PIC's file had incomplete documentation regarding wound care being provided (e.g. dates of on-going treatment, start dates of treatment).
2) 1 PIC's file had inconsistency with the frequency of the wound treatment plan being implemented.
Corrective Action(s): Please ensure that care and supervision are consistent and care plans are followed with evidence of proper documentation and that all plans created is implemented and completed.

HYGIENE AND COMMUNICABLE DISEASE: 35030 - RCR s.54(1) - A licensee must establish a program to instruct, if necessary, and assist persons in care in maintaining health and hygiene.
Observation: Inspection of a shared PIC room and bathroom found that there were toothbrushes with no name left at the bathroom sink.
Corrective Action(s): Please ensure that plans are in place to assist PIC in maintaining health and hygiene.

Comments

The Licensing Officer (LO) would like to thank the Manager and staff for their time and assistance in completing this routine inspection. LO has informed Manager to revise Incident Reporting Policy to reflect online reporting of Reportable Incidents from January 1st, 2020.

It was observed during the inspection that the contact information of CCFL was missing on the notice board and in the new admission booklet for the complaint process. The manager has been informed by LOs that these documents will be updated and posted right away.

This report was reviewed and discussed with manager. A copy of this report was left at the facility.
