Introduction

A follow up inspection to Routine Inspection SCLY-BG5LTH , dated September 3, 2019, was completed to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Residential Care Regulations (RCR) and the relevant Director of Licensing Standards of Practice (DLSP).

The care system reviewed during this inspection is staffing, Other areas contravened on the routine inspection will be reviewed at a follow-up inspection.
The licensing practice consultant was in attendance for the inspection, as well as one other licensing officer.

Observed Violations
STAFFING: 32170 - RCR s.42(1)(a) - A licensee must ensure that, at all times, the employees on duty are sufficient in numbers, training and experience, and organized in an appropriate staffing pattern, to (a) meet the needs of the persons in care.
Observation: During the inspection it was identified by management that the 2nd overnight RCA shift has not been filled and is consistently short staffed, with only 1 RCA and 1 RN on the overnight shift.
As well as other ongoing staffing shortages: on review of 5 days of staffing (January 22-26, 2020) it is confirmed there are 13 unfilled RCA shifts and 2 unfilled LPN shifts.
Corrective Action(s): Ensure employees on duty are sufficient in numbers.

Plans have been previously submitted to licensing to correct this staffing contravention. Licensing is continuing to review the actions taken to move towards compliance. Management provided an explanation on how they are working to address concerns with staffing levels, and working to recruit additional staff.
