Introduction

An unscheduled follow up inspection to Routine Inspection # KPRK-CGQR79, dated July 22, 2022 was completed to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Residential Care Regulations (RCR) and the relevant Director of Licensing Standards of Practice (DLSP).
The purpose of this inspection was to review the implementation of action following the routine inspection. All areas of concern noted on the routine inspection dated July 22, 2022 were reviewed.

Observed Violations
MEDICATION: 36130 - RCR s.70(4)(a) - A licensee may permit a person in care to self-administer medications if a plan for self-medication is (a) approved by the medication safety and advisory committee and the medical practitioner or nurse practitioner who prescribed or ordered the medication.
Observation: Self-administration plans for three medications had not been approved by an authorized health professional and the MSAC. RCR s.69(3)(a) regarding medication storage also requires consideration in the plans (repeat contravention from routine inspection KPRK-CGQR79).
Corrective Action(s): Ensure medication self-administration plans are approved my authorized health professionals and the MSAC.

RECORDS AND REPORTING: 39040 - RCR s.71(b)(i) - A licensee must ensure that (b) if changes in the directions for use of a medication are made by a medical practitioner or nurse practitioner, (i) the changes are promptly recorded on the person in care's medication administration record.
Observation: One prn was provided as a scheduled medication without changes recorded on the MAR by an authorized health professional.
Corrective Action(s): Ensure medication changes are recorded on the MAR

RECORDS AND REPORTING: 39400 - RCR s.85(3) - A licensee must keep a copy of each policy and procedure of the medication safety and advisory committee.
Observation: Written policies were not available regarding leaves of absence and self-administration (repeat contravention from routine inspection KPRK-CGQR79).
Corrective Action(s): Ensure a copy of the MSAC policies are available to staff.

Comments

I would like to thank the manager and staff for their assistance in completing this inspection.

Suggested snack substitutions were posted in the kitchen. The manager is reviewing how to offer flexible snack options from assigned food groups to ensure nutritional needs are met.
A rotting tree had been removed since the last inspection. Licensing reviewed RCR s. 8(2) regarding health and safety plans with the manager. The home has received quotes related to cracked tile and possible mold in the bathroom and kitchen cabinets blackened due to possible rot.
Four out of four persons in care did not have recorded weights for four consecutive months. The manager implemented a systems of monitoring with no further issues to date.
Please provide a response to Licensing by April 6, 2023 as to how the identified items in this report will be addressed.
