Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #KDHL- ATEQ6U have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
POLICIES AND PROCEDURES: 33090 - RCR s.51(4) - A licensee must display a copy of the emergency plan in a prominent place in the community care facility.
Observation: It was noted that no emergency exit signs or plans were displayed in a prominent place in the facility
Corrective Action(s): Please ensure emergency plans and floor plan is displayed

HYGIENE AND COMMUNICABLE DISEASE: 35030 - RCR s.54(1) - A licensee must establish a program to instruct, if necessary, and assist persons in care in maintaining health and hygiene.
Observation: During inspection it was noted that
* The commodes for each PIC were not labeled
* The barrier cream in both bathrooms used for PIC's was not labeled with names
* One set of nail clippers in the shower bathroom were not labeled with PIC's name
Corrective Action(s): Please ensure all personal items used by PIC's in common areas are labeled

HYGIENE AND COMMUNICABLE DISEASE: 35040 - RCR s.63(1) - A licensee must ensure that all food is safely prepared, stored, served and handled.
Observation: In the garage there were bags of flour and sugar not stored in sealable containers
Corrective Action(s): please ensure all food is stored appropriately

MEDICATION: 36150 - RCR s.71(a) - A licensee must ensure that (a) employees do not make handwritten changes to the directions for use of a medication on the medication container or package
Observation: Review of the Medication storage area and MAR sheets noted that there was hand written directions for one medication on the MAR and handwritten directions for another medication on a medication container
Corrective Action(s): Ensure that employees do not make hand written changes to the MAR or medication directions

MEDICATION: 36170 - RCR s.72(b) - A licensee must ensure that a person in care's medication is returned to the dispensing pharmacy if (b) the expiry date on the medication has passed.
Observation: Upon review of the medication storage area it was noted that there was 1 expired liquid medication
Corrective Action(s): Please ensure all expired medications are returned to the pharmacy
Date to be Corrected: January 11,2019 (removed and corrected during inspection)


Comments

The license is to be amended to reflect the new manager at the facility- Documents have been provided by the LO to the facility

Some construction material from the BC housing renovation are on the back deck and in the furnace room. Although this is not a impeding access to the area or emergency exits it should be removed. Manager will discuss with BC housing
