Introduction

This is a follow-up inspection to the routine inspection report # CRAU - BKSTLM done with the Director of Health and Wellness.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31100 - RCR s.17 - A licensee must ensure that water accessible to a person in care, from any source, is not heated to more than 49° Celsius.
Observation: The hot water temperature was randomly measured again and the readings are as follows:'

(1) 45.2 degrees Celsius at a ensuite washroom sink
(2) 50.2 degrees Celsius at a ensuite washroom sink
(3) 50.5 degrees Celsius at a ensuite washroom sink
Corrective Action(s): Please ensure water accessible to a person in care from any source is not heated to more than 49 degrees Celsius.
Date to be Corrected: Please correctly immediately by February 6, 2020 please let the writer know the temperature readings taken at the facility.

STAFFING: 32010 - RCR s.37(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has obtained all of the following: (a) a criminal record check for the person.
Observation: A random review of one volunteer file indicated a criminal record check through the Ministry for Public Safety and Solicitor General was not on file (free for volunteers).
Corrective Action(s): Please ensure criminal record checks are obtained for all staff/volunteers where required and noted on their personnel files.
Date to be Corrected: Please provide a written response to this item by the timeline noted in this report.

HYGIENE AND COMMUNICABLE DISEASE: 35010 - RCR s.39(1) - A licensee must not continue to employ a person in a community care facility who does not provide to the licensee evidence of continued compliance with the Province's immunization and tuberculosis control programs.
Observation: A random review of one volunteer file indicated immunizations were not documented.
Corrective Action(s): Please ensure immunizations are documented on all staff/volunteer files as required.
Date to be Corrected: Please provide a written response to this item by the timeline noted in this report.


Comments

Staffing:

* For example leadership files such as the recreation managers the Director of Health and Wellness does not have access to these files. It becomes very challenging when Community Care Facilities Licensing is conducting an inspection and these files are not available for review at time of inspection. This will be made a contravention(s) at the next inspection this documentation is not made available upon request.

Emails were sent onsite by the writer between the General Manager and the Licensee Contact and Director of Health and Wellness was copied. The General Manager will email for all 3 recreation managers the following:

(1) Resumes
(2) Tuberculosis clearance
(3) Immunizations
(4) Criminal record checks through the Ministry for Public Safety and Solicitor General
(5) Copies of degrees/diplomas, etc
(6) References
(7) First aid (if applicable). As per the Residential Care Regulation staff should be accessible at all times with valid first aid.
(8) Performance appraisals
(9) Ongoing / Continuing education.

* A random review of one volunteer file indicated that criminal record checks are being completed through a local Police detachment. The writer reviewed that the criminal record checks for volunteers are to be completed through the Ministry for Public Safety & Solicitor General and these criminal record checks are free for volunteers. The Director of Health and Wellness stated she has spoken to the management in Recreation Department to have these criminal record checks through the Ministry for Public Safety and Solicitor General.
