Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 32250 - RCR s.44(1)(a) - A licensee must ensure that employees responsible for the preparation and delivery of food (a) have the experience, competence and training necessary to ensure that food is safely prepared and handled and meets the nutrition needs of the persons in care.
Observation: Observations of the food service delivery and preparation determined that one person in care required a modified textured diet and the staff did not modify the texture to the standard required. There is a plan that all textured modified food items will now be provided by the kitchen.
Corrective Action(s): Ensure that all employees responsible for the preparation and delivery of food have the experience, competence and training necessary to ensure that food is safely prepared.

POLICIES AND PROCEDURES: 33140 - RCR s.68(3)(b)(i) - The medication safety and advisory committee must establish and review as required (b) policies and procedures in respect of (i) the safe and effective storage, handling and administration of the person in care's medications, in compliance with the Pharmacy Operations and Drug Scheduling Act.
Observation: Review of the medication cart determined that one person in care had not received their morning medications. It was observed that their daily medication package was opened and pills were being held in the paper dispensing cup with the empty pill package under the cup. It was discussed with the nursing staff that the person in care was engaged in a morning activity and that it would be a big distraction for the person in care if nursing were to administer her daily medications. It was confirmed that the medications were a daily medications that could be taken at later time with no adverse effects due to the delayed administration.
Inspection of one the PRN's found in the medication cart found one PRN package loose and appeared to have been opened, removed from the roll, and then taped closed. It was identified that the PRN was an over the counter medication and determined it was accidentally ripped off when the previous PRN was administered.
Corrective Action(s): Ensure that there are MSAC policies provided to ensure the safe and effective administration of the person in care's medications.

MEDICATION: 36070 - RCR s.69(1)(a) - A licensee must ensure that a pharmacist (a) packages all medications.
Observation: Review of the medication cart determined that one prescribed supplement had no pharmacy label. Discussion with staff determined that the person in care had brought the supplement with them on admission and the family had requested to finish the supplement before ordering from the pharmacy.
Corrective Action(s): Ensure that a pharmacist packages all medications.
