Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31100 - RCR s.17 - A licensee must ensure that water accessible to a person in care, from any source, is not heated to more than 49° Celsius.
Observation: Temperature test of the water in the kitchen found that the water temperature was 61.2
Corrective Action(s): Temperature was turned down during time of inspection but was not retested at the time

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31260 - RCR s.21(c) - A licensee must ensure that all furniture and equipment for use by persons in care (c) are maintained in a good state of repair.
Observation:
Kitchen cupboards and drawers are worn down to the wood on the edges and high touch areas and are not able to be cleaned appropriately

bathroom drawer beside the sink is worn to the wood and has water damage to the top and is not able to be cleaned appropriately

weigh scale is broken and weights are not able to be completed
Corrective Action(s): ensure furnishings are maintained in a good state of repair

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31290 - RCR s.22(1)(b) - A licensee must ensure that all rooms and common areas are (b) maintained in a good state of repair.
Observation: The wall behind the lounge chair in the living room has holes in the drywall and paint damage
Corrective Action(s): ensure all common areas are maintained in a good state of repair

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31760 - RCR s.35(1)(c) - A licensee must provide the following appropriately furnished and equipped areas: (c) secure, safe and adequate storage areas for cleaning agents, chemical products and other hazardous materials.
Observation: Inspection of the laundry area noted cleaning chemicals left out on the sink
Corrective Action(s): Ensure all cleaners are kept in a secured and safe area

STAFFING: 32320 - RCR s.68(4) - A licensee must ensure that all employees comply with the policies and procedures of the medication safety and advisory committee.
Observation: It was noted during review of the medication systems that the most recent MSAC meeting minutes and the most recent Pharmacy review was not present for review at the time of inspection
Corrective Action(s): Ensure the MSAC and pharmacy reviews are available for review

RECORDS AND REPORTING: 39320 - RCR s.83(4)(a) - Subject to subsection (5), a licensee, other than a licensee who provides a type of care described as Hospice, must (a) ensure that each person in care is weighed at least once each month.
Observation: Manager informed that the weight scale was broken so weights had not been completed for 3 months
Corrective Action(s): Ensure weights are completed monthly
