Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #SCLY-AS3UUK have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31290 - RCR s.22(1)(b) - A licensee must ensure that all rooms and common areas are (b) maintained in a good state of repair.
Observation: Inspection of the kitchen found that the flooring located under the kitchen table was worn showing white through the brown flooring on approximately a four foot area.
Corrective Action(s): Ensure that all rooms and common areas are maintained in a good state of repair.

CARE AND/OR SUPERVISION: 34890 - RCR s.83(4)(b) - Subject to subsection (5), a licensee, other than a licensee who provides a type of care described as Hospice, must (b) immediately seek the advice of a health care provider if the person in care has experienced, unintentionally, a significant change in weight,
Observation: Review of one of six person in care (PIC) care plans found that one PIC has a significant weight change and there was no documentation provided that determine if immediate advice of a health care provider has been obtained.
Corrective Action(s): Ensure that if the PIC has experienced and unintentional significant change in weight, that there is documentation to determine whether immediate advice of a health care provider was sought.

RECORDS AND REPORTING: 39320 - RCR s.83(4)(a) - Subject to subsection (5), a licensee, other than a licensee who provides a type of care described as Hospice, must (a) ensure that each person in care is weighed at least once each month.
Observation: Review of one person in care (PIC) care plan found that weights were missing for two consecutive months. Discussion with the Manager determined that this was during the time the facility was transferring documents form paper to the computer system.
Corrective Action(s): Ensure that each person in care is weighed at least once each month.
