Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Residential Care Regulations (RCR) and the relevant Director of Licensing Standards of Practice (DOLSOP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.

The following areas were reviewed:
· Licensing · Hygiene and Communicable Disease Control
· Physical Facility · Medication
· Staffing · Nutrition and Food Services
· Policies and Procedures · Program
· Care and Supervision · Records and Reporting

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year ‘historical’ review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31290 - RCR s.22(1)(b) - A licensee must ensure that all rooms and common areas are (b) maintained in a good state of repair.
Observation: A tour of the physical facility found that the paint is worn out on the back sundeck railings
Corrective Action(s): Ensure that common areas for PIC (Persons in Care) are maintained in good state of repair to maintain safety and dignity of the PICs

CARE AND/OR SUPERVISION: 34750 - RCR s.81(4)(b)(i) - A licensee must ensure that (b) each care plan is reviewed and, if necessary, modified (i) if there is a substantial change in the circumstances of the person in care.
Observation: Review of 1 out of 3 PICs (persons in Care) files noted that a PIC’s status had changed significantly 6 months prior to this inspection however, the PIC's care plan has not been revised.
Corrective Action(s): Ensure that each PIC's care plan is reviewed and modified if there is significant change in the circumstance of the PIC.

RECORDS AND REPORTING: 39610 - RCR s.91(2)(b) - In respect of a record referred to in this regulation, a licensee must (b) keep a record other than one referred to in paragraph (a) in a place from which it can be retrieved within a reasonable time, on request.
Observation: Review of the daily temperature recordings for the fridge and freezers was not possible as the manager was unable to locate this records file on the day of this inspection. The manager made attempts to contact the responsible staff but it was not successful.
Corrective Action(s): Ensure that records are kept in a place from which it can be retrieved within reasonable time on request.
