Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DOLSP). This report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

As part of the routine inspection, a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3-year “historical” review of the facility’s compliance and operation.

Observed Violations
CARE AND/OR SUPERVISION: 34760 - RCR s.81(4)(b)(ii) - A licensee must ensure that (b) each care plan is reviewed and, if necessary, modified (ii) if there is no substantial change in the circumstances of the person in care, at least once each year to ensure it continues to meet the needs and preferences, and is compatible with the abilities, of the person in care who is the subject of the care plan.
Observation: Three of 4 persons in care's MOST form has not been reviewed in 2021.
Corrective Action(s): A licensee must ensure that all care plans and MOST are reviewed at least once each year.

HYGIENE AND COMMUNICABLE DISEASE: 35020 - RCR s.49(1) - A licensee must require all persons admitted to a community care facility to comply with the Province's immunization and tuberculosis control programs.
Observation: One of 4 persons in care found no evidence of compliance to Province's immunization and TB on file.
Corrective Action(s): A licensee must require all person admitted in community care facility to comply with the Province's immunization and tuberculosis programs.

MEDICATION: 36170 - RCR s.72(b) - A licensee must ensure that a person in care's medication is returned to the dispensing pharmacy if (b) the expiry date on the medication has passed.
Observation: Four person in care's PRN medications were found passed its expiry date. The medications were 30 - 60 days past its expiration dates.
Corrective Action(s): Please ensure that a person in care's medication is returned to the dispensing pharmacy if the expiry date on the medication has passed.

NUTRITION AND FOOD SERVICES: 37040 - RCR s.62(2)(b) - A licensee must ensure that each menu provides (b) for each day, at least 2 nutritious snacks, with each snack containing at least 2 food groups as described in Canada's Food Guide.
Observation: Licensee's menu included a list of snacks for the persons in care, however, the morning snacks only included one food group. This is a repeat contravention.
Corrective Action(s): A licensee's menu must ensure that persons in care are provided with 2 snacks per day, with each snack containing two food groups.

RECORDS AND REPORTING: 39320 - RCR s.83(4)(a) - Subject to subsection 83(5), a licensee, other than a licensee who provides a type of care described as Hospice, must (a) ensure that each person in care is weighed at least once each month.
Observation: Four of 4 persons in care did not have the weight taken for June 2022. As per staff the weighing scale was being serviced.
Corrective Action(s): Please ensure that each person in care is weighed at least once each month.

Thank you to all the staff for their assistance and cooperation with the completion of this routine inspection.
The report was written off-site and therefore not signed. The findings were discussed with the facility leadership while the licensing officer was on site.
The copy of the report and risk assessment were provided via email.
