Introduction

Routine Inspection Report

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (C.C.A.L.A.), the Residential Care Regulation (R.C.R.), and the relevant Director of Licensing Standards of Practice (D.L.S.P.). Evidence for this report was based on the licensing officer's observations, review of the facility records, and information provided by the facility staff at the time of inspection.

The following areas were reviewed:

As part of this routine inspection a facility risk assessment tool is completed. The risk assessment includes contraventions identified during the routine inspection, and a 3 year historical review of the facility's compliance and operation.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31050 - RCR s.15(1) - A licensee must ensure that, if necessary for the health and safety of a person in care, windows are secured in a manner that prevents a person in care from falling from, or exiting through, the window.
Observation (CORRECTED DURING INSPECTION): During this routine inspection, the large sliding windows in the Rainbow lounge were noted to be unsecured and open in a manner that persons in care could fall through the screens and out of the window. In addition, a large tilting window was open and wide enought for a PIC to exit.
Corrective Action(s): Please ensure that these windows are secured in a manner to prevent a PIC from falling out of or exiting these windows. Please ensure that audits of window security is performed as a part of regular physical plant audits.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31270 - RCR s.21(d) - A licensee must ensure that all furniture and equipment for use by persons in care (d) are maintained in a safe and clean condition.
Observation: During this routine inspection, it was noted that several PIC's had larger televisions sitting unsecured on cabinets or chest of drawers. These items are a tipping hazard
Corrective Action(s): Please ensure that any televisions or other furniture that is capable of falling over is appropriately secured.

This Licensing Officer would like to thank the Director of Care (DOC) and staff for their assistance in completing this routine inspection.

Comments
A review of resident care plans noted that the the "Social History" was being referred to as the Recreation Care Plan, and was not being updated until the first care conference. Please ensure that this information is incorporated into each resident care plan within 30 days of the Person In Care's stay at the facility.

It was suggested that when community outings resume that a copy of PIC's MOST is taken by the activity coordinator in case medical intervention is required.

The facility has secured the windows in the noted area. Televisions over 32" will be secured (18 rooms approximately exceed that size) to cabinet or wall. Televisions will be secured by the end of July 2021.
