Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31300 - RCR s.22(1)(c) - A licensee must ensure that all rooms and common areas are (c) maintained in a safe and clean condition.
Observation: On inspection the LO noted that several paths/sidewalks outside of the house are covered with moss and dirt. Of concern is the use of these space in an emergency situation.

Corrective Action(s): Ensure that all areas are maintained in clean and safe condition

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31820 - RCR s.36(1)(c) - A licensee must provide outside activity areas that have (c) comfortable seating including a reasonable amount of shelter from sun and inclement weather.
Observation: The clear sunroof used to provide for outside seating area does not have a enough roof covering for all PICs in wheelchair at one time. A discussion with the staff assisting with the inspection found that the roof may be extended over the new developed area.

Corrective Action(s): Please ensure that outside activity area has a cover that provides shelter from sun and inclement weather and is enough for all PICs.

POLICIES AND PROCEDURES: 33170 - RCR s.74(1)(b)(i) - Subject to subsection 74(2), a licensee may restrain a person in care (b) if there is agreement to the use of a restraint given in writing by both (i) the person in care, the parent or representative of the person in care or the relative who is closest to and actively involved in the life of the person in care.
Observation: Restraints are used for preventative measures to ensure PIC’s safety. No PIC/representative consents were on file for 1/4 PIC.

Corrective Action(s): Please ensure that the agreement(s) for the use of restraint is signed by the PIC or the relative who is closest to and involved in the life of the person in care

CARE AND/OR SUPERVISION: 34750 - RCR s.81(4)(b)(i) - A licensee must ensure that (b) each care plan is reviewed and, if necessary, modified (i) if there is a substantial change in the circumstances of the person in care.
Observation: It was noted that a 1/4 Patient in Care (PIC) who was able to do standing exercises is not able to stand anymore as per the staff person assisting with the inspection.

Corrective Action(s): Please ensure that care plan is revised with substantial change in PIC circumstance.

HYGIENE AND COMMUNICABLE DISEASE: 35040 - RCR s.63(1) - A licensee must ensure that all food is safely prepared, stored, served and handled.
Observation (CORRECTED DURING INSPECTION): An observation of the review of the pantry storage noted bags of consumable items for 1 PIC stored on the floor.

Corrective Action(s): Please ensure that all consumable items for the PICs is safely stored.

Comments

The Licensing Officer (LO) would like to thank the Manager and staff for their time and assistance in completing this routine inspection. LO has informed by the Manager that the electronic updating of staffing records have been outsourced and the company is still working on uploading all the staffing requirements but a staffing checklist was provided to the LO in the interim.

This report was reviewed and discussed with manager. A copy of this report was left at the facility. Please contact your Licensing Officer if you have any questions or concerns regarding this inspection report.
