Report of Findings
Community Care Facilities Licensing (CCFL) received a complaint on August 18, 2022. The complainant provided the following concerns to PCQO:
. Call bell did not meet the needs of a person in care (PIC)
. The person in care’s room was too hot
. Three day delay in approval of PIC’s spouse as essential visitor
. PIC’s representative was required to pay for ambulance

All areas of the complaint were fully investigated. Evidence was collected from interviews and records.

Licensing determined the following contravention:
Residential Care Regulation Section 19(2)(a) – A licensee must provide communication devices and other means of communication are appropriate to the needs of the persons in care.

Residential Care Regulation Section 80(1) On admitting a person in care to a community care facility, a licensee must ensure that a short term care plan is develop that will guide caregivers in protecting and promoting the health and safety of the person in care.(2) Anything that must be recorded in a care plan under this regulation must be recorded in the short term care plan until a care plan is developed.

Observation: No communication device appropriate to the needs of the person in care was provided.
