Report of Findings
On October 24, 2019, Licensing received a complaint alleging concerns regarding care and supervision and records/reporting.

The allegations included the following details:
- Staff did not take appropriate steps to prevent certain behaviours
- Staff did not immediately notify a PIC's family of an incident

All areas of the complaint were fully investigated. Evidence was received and reviewed from records, policies and procedures, inspection, and emails.

The following contraventions were determined:
- Residential Care Regulation 42(1)(a) - Staffing Coverage
- Residential Care Regulation 77(2)(a)(b) and (c) - Reportable Incidents

32170 - RCR s.42(1)(a)A licensee must ensure that, at all times, the employees on duty are sufficient in numbers, training and experience, and organized in an appropriate staffing pattern, to (a) meet the needs of the persons in care.
Observation: Licensing determined appropriate measures were not implemented as directed.
Corrective action: Corrective action plan required.
39070 - RCR s.77(2)(a)Subject to subsection (3), if a person in care is involved in a reportable incident, the licensee must immediately notify (a) the parent or representative, or contact person, of the person in care.
Observation: The licensee did not immediately notify the family of a person in care who had been involved in a reportable incident.
Corrective action: Corrective action plan required.
39080 - RCR s.77(2)(b)Subject to subsection (3), if a person in care is involved in a reportable incident, the licensee must immediately notify (b) the medical practitioner or nurse practitioner responsible for the care of the person in care.
Observation: The licensee did not immediately notify the physician of a person in care who had been involved in a reportable incident.

39090 - RCR s.77(2)(c)Subject to subsection (3), if a person in care is involved in a reportable incident, the licensee must immediately notify (c) a medical health officer, in the form and in the manner required by the medical health officer.
Observation: The licensee did not immediately notify the medical health officer that a person in care had been involved in a reportable incident.
