Report of Findings
On April 29, 2021, Licensing received a complaint with multiple allegations regarding the following:
-Physical facility
-Staff response to call bells
-Insufficient personal care & care plan
-Food services & nutrition
-Restricted access to personal room and mobility equipment

All areas of the complaint were fully investigated. Evidence from the Licensee was received and reviewed.

The following contraventions were determined:
Residential Care Regulation s.22 – Maintenance
RCR s.52 – Privacy
RCR s.74 – When restraints may be used
RCR s.81 – Care plan needed if more than 30 day stay
RCR s.82 – Implementation of care plan
RCR s.85 – Policies and procedures.
Substantiated Contraventions: Evidence for this summary report is based on a combination of the Licensing Officer’s observations, a review of facility records and information provided by the facility staff at the time of the investigation.

Observation: Licensing determined not all areas of the facility were in a good state of repair.

33170 - RCR s.74(1)(b)(i)Subject to subsection (2), a licensee may restrain a person in care (b) if there is agreement to the use of a restraint given in writing by both (i) the person in care, the parent or representative of the person in care or the relative who is closest to and actively involved in the life of the person in care.
Observation: Licensee determined a restraint was used without written agreement.

33220 - RCR s.85(1)(a)A licensee must do all of the following: (a) have written policies and procedures for the purposes of guiding staff in all matters relating to the care and supervision of persons in care.
Observation: Licensing determined there weren't policies and procedures available for all matters relating to care.

34150 - RCR s.53A licensee must, to the greatest extent possible while maintaining the health, safety and dignity of all persons in care, ensure respect for the personal privacy of each person in care, including the privacy of each person in care's bedroom, belongings and storage area.
Observation: Licensing determined that a PIC's privacy was compromised.
Corrective action: Corrective action required.
34750 - RCR s.81(4)(b)(i)A licensee must ensure that (b) each care plan is reviewed and, if necessary, modified (i) if there is a substantial change in the circumstances of the person in care.
Observation: Licensing determined that a care plan was not updated to reflect the change in status.
