Report of Findings
Licensing received a complaint on February 7, 2020, regarding physical facility, staffing, care & supervision, hygiene, program, and nutrition & food services. The complainant provided the following concerns:
- environmental risk
- staff did not provide support in accessing necessary health services
- food safety
- limited planned programming
- staff documentation practices
- insufficient staff/staff training
- emergency plan and supplies

All areas of the complaint were fully investigated. Evidence was collected from interviews and records.
Licensing determined the following contraventions:
- Residential Care Regulation (RCR) s 54(2)(a) assistance provided to obtain health services
- RCR s. 85(1)(d) policies implemented by employees
- RCR s. 42(1)(a) sufficient number & pattern of trained & experienced staff at all times - to meet needs

32170 - RCR s.42(1)(a)A licensee must ensure that, at all times, the employees on duty are sufficient in numbers, training and experience, and organized in an appropriate staffing pattern, to (a) meet the needs of the persons in care.
Observation: On several occasions, it was noted that when nursing shifts could not be filled, care staff were utilized to fill the shift.

33280 - RCR s.85(1)(d)A licensee must do all of the following: (d) ensure that policies are implemented by employees.
Observation: Documentation was not occurring as per nursing documentation policy.

34160 - RCR s.54(2)(a)A licensee must (a) assist persons in care to obtain health services as required.
Observation: It was observed that a person in care was not receiving the necessary supports to obtain health services as required.
