Report of Findings

On December 29, 2022 Licensing received a complaint alleging concerns regarding care and supervision.

The allegations included the following details:
Inadequate assistance with feeding resulting in nutritional needs not being met
Inadequate staffing resulting in the PIC’s personal hygiene and care needs not being met
Family not being notified regarding a change in care needs due to illness

All areas of the complaint were fully investigated. Evidence was received and reviewed through staff interviews, communications with facility management, and a review of documentation.
The following contraventions were determined:

Residential Care Regulation Section 76(1) Notification of illness or injury   
Residential Care Regulation Section 85(1)(d) Policies and procedures
Substantiated Contraventions: Evidence for this summary report is based on a combination of the Licensing Officer’s observations, a review of facility records and information provided by the facility staff at the time of the investigation.

33280 - RCR s.85(1)(d)A licensee must do all of the following: (d) ensure that policies are implemented by employees.
Observation: Licensing determined that policies were not being implemented by employees.
Corrective action: Corrective action required.
39060 - RCR s.76(1)If a person in care becomes ill or is injured while under the care or supervision of a licensee, the licensee must immediately notify the parent or representative, or contact person, of the person in care.
Observation: Licensing determined a representative of a PIC was not notified of their illness/injury.
Corrective action: Corrective action required.
