Reason for Investigation - Nutrition and food services
Report of Findings
On January 19, 2022, Licensing received a complaint alleging concerns regarding Nutrition, Food Services, and Complaint Resolution.

The allegations included the following details:
-Menu was not meeting the Canada Food Guide requirements and lacked seasonal variation
-Meals were inadequately prepared and of poor quality
-Inadequate response by staff to address food concerns

All areas of the complaint were fully investigated. Evidence was received and reviewed through review of documents and staf interview interviews, interviews of staff by facility management, communications with facility management, and a review of documentation.

The following contraventions were determined:
- Residential Care Regulation Section 66(1) Individual Nutrition Needs
- Residential Care Regulation Section 62(2)(c)(iv) and 62(2)(d) Menu Planning
- Residential Care Regulation Section 85 (1)(d) Policies And Procedures

33280 - RCR s.85(1)(d)A licensee must do all of the following: (d) ensure that policies are implemented by employees.
Observation: The facility’s complaint resolution policy was not followed as there was no documented confirmation that concerns expressed by the family were addressed.

37080 - RCR s.62(2)(c)(iv)A licensee must ensure that each menu provides (c) a variety of foods, taking into consideration (iv) the texture, colour and matters that affect food safety, taste and visual appeal.
Observation: Meal audits indicated concerns with food quality, quantity and visual appeal without documented follow up.

37190 - RCR s.66(1)A licensee must ensure that each person in care receives adequate food to meet their personal nutritional needs, based on Canada's Food Guide and the person in care's nutrition plan.
Observation: The menu substitution records reviewed indicated gaps in documentation and menu items incorrectly substituted. Based on the frequency and type of substitutions made, there is a balance of probability that not all days of the menu met the audit.
