Report of Findings
On October 8, 2019, Licensing received a complaint alleging concerns regarding care and supervision.

The allegations included the following details:

- A care plan was not followed
- Inadequate care was provided to a person in care
- A person in care sustained injuries while in care
- A representative was denied access to a person in care

All areas of the complaint were fully investigated. Evidence was received and reviewed from records, policies and procedures, inspection, interviews, and emails.

The following contraventions were determined:
- Residential Care Regulation, Section 52 (1) (a) Harmful not permitted; Schedule D 1 “physical abuse”
- RCR, Section 40 (3) Continuing monitoring of employees

32120 - RCR s.40(3)A licensee must not permit an employee to carry out any duties for which the employee does not have the necessary training and experience or demonstrate the necessary competence.
Observation: A staff did not demonstrate necessary competence during a care process.
Corrective action: A corrective action plan has been submitted and approved by CCFL.
34120 - RCR s.52(1)(a)A licensee must ensure that a person in care is not, while under the care or supervision of the licensee, subjected to (a) financial abuse, emotional abuse, physical abuse, sexual abuse or neglect as those terms are defined in section 1 of Schedule D.
Observation: Excessive force was used during a care routine.
Corrective action: A corrective action plan has been approved by CCFL.
